Membership in the Federal Home Loan Bank System is available to insured depositories and certain other financial institutions. As of December 31, 2025, total membership was 6,388, comprised of 3,517 commercial banks, 522 savings institutions, 1,644 credit unions, 622 insurance companies, and 83 community development financial institutions (CDFIs).
Each member is a shareholder in one of the 11 regional Federal Home Loan Banks, which are privately capitalized, separate corporate entities operating in a cooperative structure.
